Your account is made in the panel
Install the panel, open it, and create your account there. You get 30 days with the whole library and ten credits, and no card is needed. If you already have an EdMon account, sign in with that instead.
If the panel opens blank
This is a known Adobe issue with plugins installed outside the Exchange marketplace, not a fault in the panel. Adobe’s installer tooling mishandles signature verification unless it runs with elevated permissions, and the panel loads as an empty window with nothing in any log.
The fix is to run Premiere Pro as an administrator once, with the panel open. After that it works normally in ordinary user mode. On macOS you can instead enable CEP debug mode in Terminal:

Adobe is tracking a fix in the Creative Cloud desktop app. Installing from Adobe Exchange avoids the issue entirely.
Adobe currently advises signing a package on the platform it will run on, so the Windows build is produced and signed separately rather than shared with macOS. It is not published here yet.
